Let’s do some math.

In June of 2011 the government had written off UAH24bln (US$3bln) of arrears of Oblgaz companies, mostly in favour of Firtash and Vakselberg.
In October another UAH14,58 bln of NAFTOGAZ tax arrears were written off. Total write-off is UAH38,58bln (US$4,82bln).
NAFTOGAZ had overpaid US$300-400mln on two drilling platforms, no matter what Bojko tells. The stationary platform is circa US$200mln, it is fairly well known fact.
Fertilizer producers (Firtash, Kolomojsky) received additional US$630mln of subsidies in the scope of discounted natural gas (October, 2010-July, 2011).
LIVELA rip-off was UAH5bln (US$620mln) or more.
Total rip-off of the budget for these known cases is US$6,37bln, it is energy sector only, and only for the known cases, which are exposed in the public domain. There is certainly more, and not in the energy sector too. For instance, Akhmetov had spent US$480mln to build “Donbass-Arena” from his own pocket, while Kiev “Olympic Stadium”, built by the government, is now over US$1bln, and counting.
But coming back to the energy sector: if we will take the wasted money (actually – stolen, if one is being straightforward), and apply this waste to 26bcm (billion cubic meters) of natural gas, which Ukraine imports, one will get $245 of stolen money for every 1000cu.m. of imported natural gas. This is the “corruption tax” for NAFTOGAZ. Even if LIVELA is not counted in, the total still is US$5,77bln, or 222$/1000 cubic meters of gas imports.
So, if not for massive fraud in the energy sector, Ukraine would be perfectly capable to handle the cost of the Russian gas. Tymoshenko has nothing to do with the current problems. Sure, if the base price would be lower, even more could be stolen, so Party of Regions may be angry. But the root of the problem are not the gas agreements of 2009. It is corruption, which blossomed after Yanukovych took over.
